On June 12, 2023, Officer Salter responded to Walmart for a welfare check. When he arrived at the
location he contacted a Romanian family that had ran out of gas and was attempting to solicit for gas
money at the location. During Officer Salter’s contact with the family, he learned that they had re-
located to California (VIA Texas) from Romania, and they were attempting to return to California when
they ran out of gas here in Kennewick. The family had just enough gas to drive to the gas station
across the highway where Officer Salter utilized the Community Care Fund to fill up the gas tank on
their vehicle, to assist them to get them back home.
