On February 7, 2025 Officer Quinones was dispatched to an assist at Wal-Mart. He contacted male in the
parking lot of the location who was inquiring about the community care fund for assistance in fueling his
vehicle to make it back to Hermiston, OR. He advised he had been in Kennewick for a few days now and
needed to get back to Oregon. His vehicle, a brown 2000 Dodge Caravan (OR 611NTF), was out of fuel
and had a ruptured tire. He had already been asked earlier in the day by Loss Prevention to leave their
parking lot. The male managed to get his spare tire on his vehicle, but claimed he had no money to re-
fuel. Officer Quinones utilized the Community Care Fund to assist him in getting back to Oregon. Officer
Quinones filled up two fuel portable containers for Jacob to allow him to drive his vehicle to a nearby
gas station. Officer Quinones purchased fuel to fill up the remainder of the male’s vehicle fuel tank. The
male did not request any further assistance, thanked Officer Quinones for the assistance, and advised he
would be heading back to Oregon next day.
